The work has been in place for many years, in penetrating into the Mexican military which is a source of drug transportation and protection for rival cartels. In 2005 Alfredo Navarro offered 1 million dollars to a person that turned out to be a government informant, to open the door for the transport of drugs through Baja California which is heavily controlled by the Tijuana Cartel. The story as told by the family make Alfredo Navarro an innocent victim, but in reality Alfredo Navarro he had used his military office to open resources for additional income by transporting drugs into the US.

Victor Clark, a Tijuana-based human rights activist who follows drug-trafficking trends, said the Arellanos (Tijuana Cartel) use threats and friendships to influence police and other officials such as Navarro.

Navarro "could have believed he was threatened, or he could have been a part of this," Clark said. "Both visions have a reality."

A career military man that had followed the footsteps of his father and grandfather knew well that the military was a great source of power that could be sold and leased. As done routinely, drug cartels use police not only to protect their assets but also handing police large drug busts to keep them looking good to the public so they can be re-elected with ease and also to keep the heat off of them. Arrests as such are also made many times to show the US that there is a war on drugs, so then the US can justify sending millions more.

Alfredo Navarro was not a victim by any means, as his colleagues have continued on the same path, which now years later shows that the seeds that were planted many years ago have come to fruition, slowing infiltrating into the Mexican military, government programs that distribute wealth and eventually politics through bribery, threats and murder.

chemes that involve gangs, to which they supply the product, weapons, they even assign areas for sale in streets and cities (as Los Zetas do ) and they charge them for everything; the Tláhuac group bought the product of the Beltrán Leyva brothers cartel and the Pacific Cartel and eventually saw an opportunity with weakening of the Beltran-Leyva group whom controlled Nayarit.

As documented here on Global Insider, the Navarro connection in the western state of Nayarit which is the center of drug trade has grown immensely. 'El H' who was affiliated with the Beltran-Leyva Cartel was killed in a military raid perpetrated by Moreno party leader Miguel Angel Navarro Quintero. Based on investigation and conversations with an anonymous sources, currently the Nayarit Sierra Mountains are patrolled and protected by local Nayarit government officials and the Navarro connection to Mexico City's “El Ojos”, Tlahuan Cartel who has moved their operation to Nayarit's Sierra mountains to serve as added protection has also deepened the extended the circle and areas of operation and sales.

As in any business, if the producer of a product is making less on that product than the seller of the product, eventually the seller of the product will gain enough prestige, money and power, to where they will eliminate the producer and take over production so they have all of the business and not just part of it, where they can be put in positions of negotiation that are not favorable and thats exactly the case here.
